പ്രധാനമന്ത്രി കൗശല് വികാസ് യോജന, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) प्रधानमंत्री कौशल विकास योजना
പി.എം.കെ.വി.വൈ (201 5-2016) യുടെ പരിഷ്കരിച്ചതും മെച്ചപ്പെടുത്തിയതുമായ പതിപ്പാണ് പ്രധാനമന്ത്രി കൗശല് വികാസ് യോജന (2016-2020). നൈപുണ്യവികസനവും സംരംഭകത്വവും വകുപ്പ് മന്ത്രാലയത്തിന്റെ (എം. എസ് ഡി. ഇ.) പ്രധാനപ്പെട്ട നൈപുണ്യ പരിശീലന പദ്ധതിയാണ് പി. എം. കെ. വി. വൈ. ഇന്ത്യന് യുവജനങ്ങളിലെ വലിയൊരു ശതമാനത്തിന് നൈപുണ്യ പരിശീലനവും അതുവഴി തൊഴിലും നല്കി അവരുടെ ജീവിതം സുരക്ഷിതമാക്കുകയാണ് ഈ നൈപുണ്യ സാക്ഷ്യപ്പെടുത്തല് പദ്ധതിയുടെ ലക്ഷ്യം.
പദ്ധതിയുടെഉദ്ദേശങ്ങള്:
• പൊതു മാനദണ്ഡപ്രകാരമുള്ള മാര്ഗ്ഗനിര്ദ്ദേശങ്ങളുമായി സംയോജിപ്പിച്ച് രാജ്യത്തൊട്ടാകെയുള്ള യുവജനങ്ങളുടെ നൈപുണ്യവികസനത്തെ ഉത്തേജിപ്പിക്കുകയും പ്രോത്സാഹിപ്പിക്കുകയും ചെയ്യുക.
• ഇന്ഡസ്ട്രി ഡിസൈന്ഡ് നിലവാരത്തിലുള്ള നൈപുണ്യപരിശീലനവും തൊഴിലും സ്വന്തമാക്കി ജീവിതവിജയം നേടാന് ബഹുഭൂരിപക്ഷം യുവജനങ്ങളേയും പ്രാപ്തരാക്കുക.
• ഇപ്പോഴുള്ള യുവജനങ്ങളുടെ തൊഴില്ശക്തിയും അതുവഴി ഉല്പാദനക്ഷമതയും വര്ദ്ധിപ്പിക്കുന്നതിന് ആവശ്യമായ നൈപുണ്യ പരിശീലനം നല്കുക.
• സര്ട്ടിഫിക്കേഷന് പ്രോസ്സസിന്റെ നിലവാരം ഉറപ്പാക്കാന് പ്രോത്സാഹിപ്പിക്കുകയും നൈപുണ്യങ്ങളുടെ രജിസ്ട്രിക്ക് അടിത്തറ പാകുകയും ചെയ്യുക.
• അടുത്ത നാല് വര്ഷത്തേയ്ക്ക് 10 ദശലക്ഷം യുവജനങ്ങള്ക്ക് പ്രയോജനമാകണം

കൊച്ചി: പ്രധാനമന്ത്രി കൗശൽ വികാസ് യോജനയിലൂടെ രാജ്യത്തെ യുവാക്കൾക്ക് ഉന്നത ഗുണനിലവാരമുള്ള നൈപുണ്യ പരിശീലനം ഉറപ്പാക്കുമെന്ന് കഴിഞ്ഞ ബജറ്റിൽ ധനമന്ത്രി നിർമലാ സീതാരാമൻ പ്രഖ്യാപിച്ചിരുന്നു
ഒരുകോടി യുവാക്കൾക്ക് അടുത്ത മൂന്നു വര്ഷം കൊണ്ട് സൗജന്യ തൊഴിൽ പരിശീലനം നൽകാൻ ലക്ഷ്യമിട്ടുകൊണ്ടുള്ള നൈപുണ്യ വികസന പദ്ധതിയാണ് പിഎംകെവിവൈ . ദേശീയ നൈപുണ്യ വികസന കോര്പ്പറേഷനാണ് പദ്ധതി നടപ്പാക്കുന്നത്. കേന്ദ്ര സർക്കാരിൻറെ നൈപുണ്യ വികസന, സംരംഭകത്വ മന്ത്രാലയത്തിന് കീഴിലാണ് പദ്ധതി
പദ്ധതിക്കു കീഴിൽ രാജ്യത്തെ യുവാക്കൾക്ക് ടൂറിസം ആൻഡ് ഹോസ്പിറ്റാലിറ്റി, ഇലക്ട്രോണിക്സ്, പ്ലംബിംഗ്, കണ്സ്ട്രക്ഷന്, , ഐടി, ഐടി എനേബിള്ഡ് സര്വ്വീസസ്, പവര്, ലോജിസ്റ്റിക്സ്, ടെലികോം, റീട്ടെയില്, ഹെല്ത്ത് കെയര് ഉള്പ്പെടെയുള്ള മേഖലകളിൽ തൊഴില് പരിശീലനം ലഭിക്കും. കംപ്യൂട്ടര് സാക്ഷരത ഉറപ്പാക്കാനുള്ള ഡിജിറ്റൽ ലിറ്ററസി പദ്ധതിയും ഇതിൽ ഉൾപ്പെടുന്നുണ്ട്.
പരിശീലനം പൂർത്തിയാക്കുന്നവർക്ക് നൈപുണ്യ വികസന സംരഭകത്വ മന്ത്രാലയം നേരിട്ട് സർട്ടിഫിക്കറ്റ് നൽകും. വിദേശ ജോലികൾക്കും ഇവ അംഗീകൃത സർട്ടിഫിക്കറ്റ് ആയിരിക്കും.
വിദ്യാഭ്യാസം മുടങ്ങിപ്പോയവർക്കും പരിശീലനം
പരിശീലനം നൽകുന്ന സ്ഥാപനങ്ങളുടെയും കോഴ്സുകളുടെയും വിവരങ്ങൾ പിഎംകെവിവൈ വെബ്സൈറ്റിൽ നിന്ന് ലഭ്യമാണ്. തൊഴിലില്ലായ്മ കുറയ്ക്കുന്നതിൻറെ ഭാഗമായി മികച്ച തൊഴിൽ കണ്ടെത്താൻ യുവാക്കളെ സഹായിക്കുക, പരിശീലനം നൽകുക, തൊഴിലാളികളുടെ കാര്യക്ഷമത വർദ്ധിപ്പിക്കുക തുടങ്ങിയവയാണ് പ്രധാന ലക്ഷ്യങ്ങൾ.
നൈപുണ്യ വികസനത്തിലൂടെ തൊഴിൽ രഹിതരായ ചെറുപ്പക്കാർക്ക് മെച്ചപ്പെട്ട ജോലി ലഭിക്കുന്നതിനു തന്നെയാണ് പദ്ധയിയിൽ ഊന്നൽ നൽകിയിരിക്കുന്നത്. രാജ്യത്തെ തൊഴിൽ രഹിതര്ക്കും, 10, പ്ലസ് ടു എന്നിവയ്ക്കു ശേഷം വിദ്യാഭ്യസം പൂര്ത്തീകരിക്കാനാകാത്തവര്ക്കും പദ്ധതിയിൽ അംഗമാകാം

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development and Entrepreneurship (MSDE) implemented by National Skill Development Corporation (NSDC). The objective of this Skill Certification scheme is to enable Indian youth to take up industry relevant skill training that will help them in securing a better livelihood. Individuals with prior experience are also assessed and certified under Recognition of Prior Learning (RPL).
About PMKVY 3.0
With an aim to empower country’s youth and continue the journey of Skill India Mission in building India as the skill capital of the world, the Ministry of Skill Development and Entrepreneurship (MSDE) launched the third phase of its flagship scheme — Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) on 15 January 2021. PMKVY 3.0 will encourage and promote skill development throughout the country to address industry needs, meet market demands and impart skills in services and in new-age job roles that have become crucial with the advent of COVID-19 pandemic. Incorporating the learnings from PMKVY 1.0 and PMKVY 2.0, PMKVY 3.0 will be implemented in a more decentralised structure with greater responsibilities and support from States/UTs and Districts. District Skill Committees (DSCs), under the guidance of State Skill Development Missions (SSDM), shall play a key role in addressing the skill gap and assessing demand at the district level. The new scheme will be more trainee and learner centric addressing the ambitions of Atmanirbhar Bharat.
The scheme aims to benefit over eight (08) lakh candidates in FY 2020-2021 with a budget of INR 948.90 crores while targeting the youth under the age group of 15-45 years. The scheme will have two components the Central Component to be implemented by the National Skill Development Corporation (NSDC), Directorate General of Training (DGT) and other agencies of the Central Ministries and the State Component to be implemented by State Skill Development Missions (SSDMs)/respective Departments of the States/UTs

The Need for a Skilled India
Liberalisation of the Indian markets in the 1990s, end of the License Raj coupled with decline in manufacturing sector and the rural economy, resulted in the emergence of an unprecedented growth of new sectors in India. The global IT boom, inflow of private international investments and the emergence of the service sector meant that there was a significant demand for semi-skilled and skilled labour across the spectrum. At the same time, the then current system of providing skilled workers was via the route of vocational trainings in Industrial Training Institutes. However, these were long term trainings and focused largely on manufacturing sector job roles which led to a huge gap in the supply of the skilled labour to a rapidly booming economy.
Simultaneously, India’s demography was also evolving; the nation today has a large percentage of young population aspiring to break the traditional shackles to explore the new and the unknown for a better tomorrow.
The solution to a desperate market (national and international), demand for skilled manpower and aspiring Indian youth seeking avenues for progress is embedded in the vision of our Hon’ble Prime Minister, Shri Narendra Modi: to make India the skill capital of the world. This vision is transformed into a reality through the Pradhan Mantri Kaushal Vikas Yojana.
Pradhan Mantri Kaushal Vikas Yojana
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship outcome-based skill training scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) under Skill India. It is India’s largest skill certification scheme and the objective is to enable and mobilize a large number of Indian youth to take up outcome based skill training and become employable and earn their livelihood.
The scheme was launched by the Prime Minister, on 15th July 2015 - World Youth Skills Day, to skill 1 Crore youth of the country with an outlay of Rs 12,000 crores. It is being implemented across the country through the National Skill Development Corporation (NSDC).
PMKVY will fulfill the dream of a skilled country - skills that make young people, who have been skilled at state of the art training centers or at home or with a craftsperson, ready for the international market or the national industry or for rural needs. It is the first step towards making India the skill capital of the world.
- PMKVY (2016 - 2020) is a modified and improved version of PMKVY 2015-2016 with more focus on stringent quality parameters.
- Union Cabinet approved the scheme on 15th July, 2016, with a mandate of skilling 1 crore youth of the country.
- The overall budgetary allocation for four years of the scheme is INR 12,000 crore.
- The PMKVY (2016-2020) Scheme is being implemented by the Centre along with the States. It has two components namely Centrally-Sponsored Centrally-Managed (CSCM) and Centrally-Sponsored State-Managed (CSSM).
- CSCM, PMKVY (2016 – 2020): It has three training formats: Short Tem Training (STT), Recognition of Prior Learning (RPL) and Special Project.
